    Robocall

    An automatically dialed call that delivers a pre-recorded or artificial voice message, legal only with the right consent or exemption.

    Not all robocalls are illegal. School closures, pharmacy reminders, and fraud alerts are lawful. What makes a robocall illegal is the absence of prior express consent where the TCPA requires it, or a deceptive purpose.

    At carrier scale, illegal robocall campaigns show a recognizable signature: very high calls per second, extremely short average call duration, low answer-seizure ratio, and rapid rotation through calling numbers.

    Why it matters to carriers

    Under the FCC's rules, an originating provider that fails to take affirmative, effective measures against illegal robocalls on its network faces per-call forfeitures and potential Section 214 action.
