    The softswitch holds routing tables, least-cost routing logic, customer rate plans, and balance controls. It generates the CDRs used for billing and for after-the-fact fraud analysis.

    Because the softswitch decides where a call goes and whether it is allowed, it is where blocking, spend caps, and destination restrictions ultimately take effect.
